To crazy Restless: I used Adobe Image Ready to do it.

I just made layers of
frames and played with the opacity,(either low to high or vice versa) I also did a color overlay to
the background and bottom text(played with opacity too)

Adobe Image Ready was jus a waste of a program they always give you with Photoshop. I
might have to start workin with it.
